The Zambia National Public Health Institute (ZNPHI) with support from Global Fund under the Covid-19 (wave1) Grant ZMB C19RM-1978 running up to December 2025 seeks to recruit a suitably qualified and experienced persons to be appointed in the under listed positions:
- SENIOR ANTIMICROBIAL RESISTANCE (AMR) OFFICER
Reports to: Antimicrobial Resistance (AMR) National Focal Point and Coordinator
Location: Zambia National Public Health Institute
Job Purpose
Effectively and timely undertake coordination of all multi-sectoral Antimicrobial Resistance (AMR) activities in order to ensure implementation as planned. He/She shall work closely with the Sector-specific National Focal Point Persons (SSFPs) to ensure timely implementation of both national and sector specific AMR activities.
Responsibilities/Principal Accountabilities

- Coordinate and foster collaboration among stakeholders in multiple sectors (including human, animal, agriculture and environment) such as the Ministry of Health, Ministry of Fisheries and Livestock, Government Agencies, Regulatory Agencies, academia, Civil Society, the Media, UN Agencies, Developmental Partners and Donors
- Build sustained partnerships and work on containment of AMR in Zambia in order to ensure collaborative efforts in AMR stewardship
- Iidentify stakeholders and AMR drivers in Zambia
- Work closely with the sector-specific Focal Point Persons (SSFPs) to facilitate and ensure timely implantation of AMR activities
- Participate in the meetings of the AMRCC ‘in order to be up to date with all AMR matters
- Participate in drafting of national action plans and participate in joint planning for containment of AMR
- Responsible for ccoordinateion of all AMR Technical Working Groups and be custodian of the AMR National Action Plan
- Facilitate and oversee implementation and M&E of the multi-sectoral AMR NAP
- Ensure regular data collection and information sharing by instituting effective communication and coordination among all sectors and disciplines;
- Undertake analysis of data from various AMR sources and rreport on the prevalence of and trends in AMR to the national Coordinator
- Facilitates adoption of different existing tools and documents to the country’s situation to support AMR implementation through the One Health approach
- Provides technical oversight for AMR sentinel sites across the country

Required Qualifications

Reports to: Head-Finance
Location: Zambia National Public Health Institute
Job Purpose:
Responsible for leading research, preparation, submission, and managing grant proposals/reports that support the Zambia National Public Health Institute goals and meet funder guidelines and criteria.
Responsibilities/Principal Accountabilities
-
- Lead grant proposal development and submission—preparing and organizing materials for proposals and submitting and monitoring grant applications.
- Researching new funding and business development opportunities on local and international levels
- Maintaining and building relationships with funders and other strategic partners on local and international levels
- Drafting proposals, grant application narratives, and budgets and collaborate to finalize with program officers and Directors across all Directorates.
- Meeting with funders and ZNPHI staff to explore funding opportunities and fulfill site visit requirements.
- Maintaining master calendar of grants and prospects and all associated files and correspondence
- Maintaining library of grant support documents including resumes, and bios among them
- Executing thank you letters and facilitate grant contracts/agreements between ZNPHI and the funders.
- Ensuring acknowledgment of funders/investors via website, e-newsletter, and social media
- Maintain grant compliance and reporting, including outcome measurement and grant budgets—taking responsibility for meeting high standards of effectiveness, timeliness, and completeness.
- Monitoring and maintaining funder and investor reporting schedules and requirements.

To oversee the editorial process, ensure the quality and consistency of written materials and support Zambia National Public Health Institute in effectively communicating its research findings, best practices, and technical information to various stakeholders.
Responsibilities/Principal Accountabilities

- Overseeing editorial processes by leading the editorial team and oversees all aspects of the editorial process from manuscript submission to publication in order to ensure quality of work

- Undertakes effectively develops and implements of editorial guidelines and standards and workflows to ensure consistency and quality in written materials.
- Effectively undertakes the provision of substantive editing, copyediting, and proofreading support to authors and contributors in order to ensure that written materials meet established standards for clarity, coherence, and accuracy.

To lead the Zambia National Public Health Institute’s efforts in communicating research findings, best practices, and technical information to various stakeholders through high-quality scientific writing. The Senior Scientific Writer is expected to create various scientific communication materials related to public health in Zambia.
Responsibilities/Principal Accountabilities

- Lead the development and implementation of the Institute’s scientific writing strategy and ensuring alignment with organizational goals and priorities.
- Lead content development for The Health Press- write, edit, and review scientific reports, manuscripts, articles, policy briefs, technical documents, and other publications for The Health Press, and other internal and external dissemination.
- Lead in-depth research and analysis on complex public health topics, synthesizing scientific literature, data, and evidence to inform written materials.

Job Purpose
The Information Communications Technology (ICT) officer will be responsible for providing technical support in the development, management and sustenance of all Information systems at Zambia National Public Health Institute. This will include immediate assistance with database support including ongoing data collection, maintenance of data records, analysis, generation of reports, ensuring ongoing data quality monitoring, training staff and stakeholders to use the existing systems regularly to answer questions, and creating a culture of using data for reporting, managing and decision making.
Responsibilities/Principal Accountabilities

- Develop data management systems to support the Covid 19 (wave 1) grant implementation including rapid response team rosters and related databases and event management system.
- Deploy, configure, and maintain ICT systems and databases, including networks, servers, and telecommunications.
- Configure and maintain applications and user devices. Provide timely and quality service delivery, technical support, and advice to user requests to ensure proper user access to data and information.
- Maintain inventory of ICT equipment, hardware, and software and ensure adequate supply, functionality, and accountability in collaboration with relevant staff.
- Provide input to budget for ICT related expenses.
- Support capacity building initiatives, to staff and partners to ensure efficient and consistent adoption and use of ICT applications under the grant.
- Prepare statistical reports on ICT-related data and metrics, using relevant databases.

Job Purpose:
To coordinate Field Epidemiology Training Program (FETP) field activities in assigned provinces, including mentorship and capacity building to improve disease surveillance and outbreak response in assigned provinces.
Responsibilities/Principal Accountabilities

- Mentors FETP Advanced and Intermediate residents to conduct surveillance system evaluations, surveillance data analyses, field/outbreak investigations, and epidemiologic analyses.
- Mentors FETP-Frontline participants to complete their deliverables.
- Leads FETP-Frontline trainings (in coordination with the Frontline Program Coordinator) in assigned provinces, including delivering workshops and mentoring on deliverables. Participates in other capacity building activities for provincial and district level staff to improve the quality of surveillance data, outbreak response, and public health preparedness and response in assigned provinces.
- Identifies skills gaps in mentees to develop customized mentorship plans.
- Supports Advanced, Intermediate and Frontline coordinators to improve quality of Zambia FETP

Location: Western and Southern Provinces
Reports to: District Health Director
Job Purpose:
To effectively support the public health security systems at District level in order to strengthen preparedness, detection and response to public health threats through improved surveillance data quality practices and enhanced data use for action. The incumbent will also mentor FETP residents and provide oversight to the implementation of Pan-Respiratory Disease Surveillance (PRDS) activities at District level.
Responsibilities/Principal Accountabilities

- Effectively collaborate with the District Health Office (DHO) team to support implementation of surveillance activities at district and facility level in order to ensure timely detection of public health threats.
- Strengthen timely data management by supporting data collection from various sources and its storage, analysis and interpretation in order to facilitate decision making.
- Participate in planning and budgeting for surveillance activities in the District in order to ensure availability of resources for activity implementation.
- To undertake timely tracking of national and subnational IDSR and other surveillance (sentinel, etc.) indicators
- Support capacity building through training and supportive supervision to health facility staff and Community Based Volunteers (CBV) participating in surveillance activities.

Job Purpose
To undertake human resource planning and administration functions in order to ensure effective and efficient human resources placement and smooth operations of departments at Zambia National Public Health Institute.
Responsibilities/Principal Accountabilities

- Undertakes development and implementation of Human Resource and Administration strategies and initiatives aligned with the overall mandate of the Institute.
- Gather and analyze data with useful Human Resource metrics, among the staff hire and employee turnover rates in order to inform decision making.

To undertake research, preparation and submission of grant proposals/reports that support the Zambia National Public Health Institute goals and meet funder guidelines and criteria.
Responsibilities/Principal Accountabilities

- Maintain working knowledge of the Zambia National Public Health Institute and priority funding areas and remain abreast of current research, activities, and trends in the public health sector.
- Monitor grants for legal, financial, and program compliance including but not limited to ensuring that grant requirements are correctly documented in the grant files and database.
- Monitor and document the grant making workflow processes, forms, templates, reports and data to assure full compliance with internal controls and legal requirements.
- Generate reports and data analysis for program and finance team or board.
- Problem-solve complex grant scenarios; consult/liaise with finance and/or Board Secretary and legal counsel.
- Work with finance to generate reporting required for compliance and financial statement audits.
- Manage implementation of a new grants management system and other technology improvements, including development plans and timelines, staff communication, testing and troubleshooting, documentation, training, and release cycles.
- Improve the way staff capture, access, and use grant making information to enhance programmatic and operational decision-making, produce accurate reports of grant making results, enhance grantee/grant seeker relationships, and enable learning; enhance supporting systems and tools.
